A state judge gave a choice to former House Speaker Jim Black on Tuesday -- pay $1 million to state coffers or risk spending almost two extra years in prison. Judge Donald Stephens, at the end of a daylong hearing in Wake Superior Court, ordered Black to pay a fine of $1 million for his involvement in public corruption.
